Stemming generally from political and economic domains, decentralization entered curriculum and education system from these domains. Problems such as deficiencies in professional human resource, the lack of sufficient funds and support, teacher's resistance, globalization, etc resulted in governments' orientations towards recentralization in order to improve education quality and solve these problems. Considering centralization and decentralization, especially in education and curricula, main causes of derivation from original objective of decentralization, including focus on peripheral aspects, such as financial, administrative and managerial ones (hard exposure) and less attention to main objective of quality improvement and curriculum development (soft exposure) have been explained. These two exposures to decentralization were practically encountered in curriculum and education system followed by inaccurate and false perspectives on decentralization. True understanding of these two systems, characteristics and correct exposure and rational to them can help to curriculum enhancement. Implications of centralization and decentralization to IRAN curriculum system by consideration of its inclusive historical and cultural background and orientation toward its decentralization together with Iran's current condition has been explained.}, keywords = {centralization,Decentralization,Recentralization,curriculum,Educational System}, title_fa = {تاملی بر تمرکزگرایی، تمرکززدایی و رجعت مجدد به تمرکزگرایی و تبیین دلالت های آنها برای نظام برنامه درسی ایران: منظری جدید}, abstract_fa = {پس از دوره نسبتاً طولانی تمرکزگرایی و با آغاز تجارب تمرکززدایی از دهه 70 به این سو، تمایل دولتها به نظامهای متمرکز و غیرمتمرکز در حال نوسان بوده است. از آنجایی که تمرکززدایی عمدتاً ریشه در عرصه های سیاسی و اقتصادی دارد، بنابراین تمرکززدایی از این عرصه ها به نظام های برنامه درسی و آموزشی رخنه کرده است. مشکلاتی نظیر کمبود نیروی انسانی متخصص، جهانی شدن و مقاومت از طرف معلمان موجب توجه دوباره دولتها به تمرکزگرایی به منظور ارتقای کیفیت آموزش و رفع این مشکلات شده است. در این مقاله ضمن تبیین تمرکزگرایی و تمرکززدایی، خاصه در عرصه آموزش و پرورش و نظام برنامه درسی، به علل عمده انحراف از هدف اصلی تمرکززدایی، از جمله توجه بیش از حد به مسائل حاشیه ای آن نظیر مسائل مالی، اجرایی و مدیریتی (مواجهه سخت) و توجه کمتر به مسائل کیفی و محتوایی آموزشی و برنامه درسی (مواجهه نرم) اشاره شده است. این دو نوع مواجهه عملاً در تمرکززدایی نظام آموزشی و برنامه درسی پدیدار شده و برداشتهایی غلط و نادقیق از تمرکززدایی و تمرکزگرایی به دنبال داشته است. در پی آن استدلال شده که فهم ویژگیهای درست هر دو نظام و در نتیجه، مواجهه سنجیده و درست با آنها می تواند به روند اصلاح برنامه درسی یاری رساند. و در نهایت، دلالتهای تمرکزگرایی، تمرکززدایی و رجعت مجدد به تمرکزگرایی در مورد نظام برنامه درسی ایران، با توجه به زمینه های تاریخی و فرهنگی منحصر به فرد آن در بخش بحث و نتیجه گیری این نوشتار تشریح شده است.}, keywords_fa = {تمرکزگرایی,تمرکززدایی,تمرکزگرایی مجدد,برنامه درسی,نظام آموزشی}, url = {https://fedu.um.ac.ir/article_33559.html}, eprint = {https://fedu.um.ac.ir/article_33559_887085243dcf1bcecd2868ed2cf95b1b.pdf} }
