ساز و برگ‌های ایدئولوژیک و تاثیر آن بر سیاست‌های آموزشی افغانستان در صد سال اخیر

چکیده

هدف این پژوهش بررسی سازوکارهای ایدئولوژیک و تأثیر آن بر سیاست‌های آموزشی افغانستان در صد سال اخیر است. گرچه تأثیرپذیری سیاست‌های آموزشی از ایدئولوژی‌های حاکم امری معمول است، اما در افغانستان این روند دستخوش دگرگونی‌های گوناگون بوده است. پرسش اصلی این پژوهش آن است که سازوکارهای ایدئولوژیک و تأثیر آن‌ها بر سیاست‌های آموزشی افغانستان طی یک سده اخیر چگونه بوده است؟ فرضیه نویسندگان بر این اساس استوار است که ایدئولوژی‌های حاکم، نقش تعیین‌کننده‌ای در شکل‌گیری و جهت‌گیری سیاست‌های آموزشی داشته‌اند. یافته‌های پژوهش نشان می‌دهد که سیاست آموزشی افغانستان در یک قرن اخیر تحت تأثیر چهار نوع سازوکار ایدئولوژیک قرار داشته است. در دوره حکومت امان‌الله خان تا پایان زمامداری محمدداوود خان، سیاست‌های آموزشی عمدتاً در راستای تقویت حاکمیت فردی و خانوادگی تنظیم شده بود. در دوران حکومت کمونیستی، نظام آموزشی به‌شدت تحت تأثیر ایدئولوژی انقلابی و کمونیستی قرار گرفت. با روی‌کارآمدن مجاهدین و طالبان، سیاست آموزشی و برنامه‌های درسی بر مبنای آموزه‌های دینی با خوانشی مذهبی تدوین شد. سرانجام، در دوره جمهوری اسلامی افغانستان پس از سال ۲۰۰۱، برنامه‌های آموزشی و محتوای درسی در جهت نهادینه‌سازی ارزش‌های لیبرال‌دموکراسی شکل گرفت.
