نقدی بر سیاست خصوصی‌سازی تربیت مدرسه‌ای در نظام آموزشی ایران

چکیده

چندین دهه اخیر خصوصی‌سازی در حکمرانی تربیت  مدرسه‌ای موردتوجه سیاست‌گذاران نظام‌های تربیت مدرسه‌ای  جهان بوده است. در ایران نیز بعد از انقلاب اسلامی با تصویب قانون مدارس غیرانتفاعی در سال 1367 موردتوجه قرارگرفته است. هدف این مطالعه شناسایی و نقد پیامدهای سیاست خصوصی سازی در زیست بوم تربیت مدرسه‌ای ایران  است که با روش نقد انجام شده است.  بر اساس یافته‌های  این پژوهش  سیاست خصوصی‌سازی  در نظام تربیت  مدرسه‌ای  ایران نتوانسته است به بهبود کیفی تربیت در مدارس دولتی منجر شود و بعد از سی‌وپنج سال که از اجرای آن می‌گذرد، نظام تربیت  مدرسه‌ای  همچنان دارای کسری بودجه و فقر کیفیت است. از سوی دیگر خصوصی‌سازیِ تربیت  مدرسه‌ای    حمایت کننده  جریان توسعه شکاف اجتماعی و بازتولید اختلاف طبقاتی  شده  است. هم‌چنین سیاست خصوصی‌سازی این امکان را دارد که اهداف اجتماعی نظام تربیت  مدرسه‌ای کشور را تهدید و تخریب نماید. لذا لازم است سیاست خصوصی‌سازی در توزیع تربیت  مدرسه‌ای به‌عنوان یک خیر عمومی موردبازنگری قرارگرفته و با بنیان‌های فرهنگی و تجارب تاریخی کشور تناسب بیشتری پیدا کند. از این رو پیشنهاد می‌شود که در سیاست‌های کلان توزیع خیر تربیت مدرسه‌ای چرخشی آرام از خصوصی سازی به سمت دولتی – خیریه‌ای سازی صورت گیرد.
